The scientific community has reached a high consensus on the issue of global climate change, and human activities are the “culprit”. As a responsible major country, China has made a solemn commitment to the world to achieve carbon peak by 2030 and carbon neutrality by 2060, demonstrating its determination and confidence to lead high-quality development with green and low-carbon policies. Heat treatment is the fundamental process in the mechanical industry and a key energy consuming process in mechanical manufacturing. It is facing unprecedented pressure for energy conservation and emission reduction and has also ushered in the best window of innovation and transformation. On the basis of carbon emission accounting in the heat treatment industry, the green development process of the heat treatment industry from five aspects: green policy guidance, green standard system, green technology system, green management system and green manufacturing system were analyzed. Finally, it looks forward to the green and low-carbon development path of China's heat treatment industry under the dual carbon strategy goal.

Focusing on a series of international and domestic policies and measures to deal with climate change, the concepts of “greenhouse gas”, “carbon peak”, “carbon neutralization” and “carbon trading” are introduced, and the sources and accounting methods of carbon emissions from heat treatment are discussed. According to the National Standardization Eevelopment Outline and the Action Plan for Carbon Peak Before 2030, it is proposed to build a green and low-carbon heat treatment standard system from four aspects as carbon emission accounting, management and evaluation, energy conservation and management, green and low-carbon heat treatment, heat treatment quality and production efficiency. It could also be taken as the main point of heat treatment standardization in the 14th five-year plan, to support and lead the green and low-carbon development of heat treatment industry.
